Election parents d’élèves : participation importante des familles : 50% ont voté (30% en 2006)

1. Approbation du compte rendu du conseil d’Ecole du 14 juin 2007.

2- M.Ayme rappelle les attributions du Conseil d’Etablissement

3- Effectif des élèves :

325 élèves au total (augmentation de 100 élèves depuis 2006)

317 actuellement au sein de l’école

8 arrivées jusqu’en janvier 2008

95 élèves en maternelle

166 élèves en élémentaire

64 élèves au collège/lycée

Concernant le problème d’effectif et de capacité d’accueil pour le futur, l’école donne priorité pour les inscriptions aux enfants ayant le passeport français et pour les autres, une liste d’attente a été mise en place.

Structure d’établissement :

11 classes de primaires : 4 maternelles et 7 élémentaires

5 classes de secondaires : 4 collèges et 1 lycée

Les classes de 6^ième et de 5^ième  sont en enseignement direct et les classes de 4^ième, 3^ième et 2^nd en CNED.

Une demande à été présentée pour l’homologation des classes de 4^ième et 3^ième en enseignement direct à la rentrée 2008

Présence d’un enseignant pour chaque matière, y compris les langues (arabe, anglais, allemand).

Au total 41 personnes sont employées à l’école.

Possibilité d’avoir des consultations orthophonistes 2 fois par semaine.

Collaboration avec l’Alliance Française pour des cours, 2 fois par semaine, mise à disposition d’une salle.

4- Règlement intérieur : voté à l’unanimité de l’assemblée, (voir doc)

Concernant la sensibilisation des parents pour le règlement, ajout d’une clause : « L’inscription à l’EFB vaut acceptation du règlement intérieur, qui sera présent dans le dossier d’inscription ».

5- Locaux, hygiène et sécurité : Remarques de Mme Mariot concernant les agents de police parfois présents

devant l’école, M. Ayme doit reprendre contact avec la municipalité de Muharraq. Mme Mariot demande s’il    serait possible de sensibiliser les enfants à propos de la propreté dans les toilettes et dans l’école. M.Ayme  rappelle que des pancartes ont été posées l’année dernière et que c’est un problème de fond récurrent.

Le CPE propose une « campagne de Resensibilisation ».

Madame Belaoued demande ce qu’il en est des vaccinations des enfants. M. Ayme répond que l’école est sous tutelle du ministère de la santé Bahreïni, et  que pour toute inscription nous demandons une copie du carnet de vaccinations. Par la suite, le Ministère local fait des rappels pour  inciter les familles à se mettre en règle vis-à-vis des vaccinations. En l’absence de médecin scolaire et d’infirmière à l’école pour exercer le contrôle, chaque famille se doit  d’être en conformité avec les autorités. Une enquête est actuellement faite auprès des 4^ième et 5^ième pour les vaccins.

Les travaux d’extension : Aucune entreprise n’a été intéressée par le projet. Les plans et le financement sont   là. Le Comité de gestion veut profiter de cette phase d’attente pour approfondir les projets (une demande de terrain supplémentaire est en cours). Pour l’instant 5 porta cabins ont été installées dans la cour pour pallier au manque de classes. Mme Belaoued pose la question de la création d’un gymnase, M. Ayme répond qu’il y avait un projet mais qu’il n’a pas pu être financé, cependant un gymnase devrait être prévu dans le projet de création d’un collège.

Alarme incendie : Le système  devait être changé lors des travaux d’extension, l’école cherche actuellement un prestataire pour effectuer les travaux.

Transport : Depuis le mois de septembre l’école a engagé une compagnie ayant des bus avec ceintures de sécurité pour tous les transports de classes.

Requête du Comité des Parents : le recrutement d’un surveillant : Proposition du Directeur de recruter une personne de 13h30 à 14h00 (de 13h30 à 13h45 : surveillance du hall en attendant la sortie, à 13h45 : surveillance dans le patio, la cour, flux des enfants.)

Le CPE répond que ce n’est  pas suffisant, le créneau de surveillance devrait être élargi à 16h pour une meilleure sécurité des enfants. Pour l’instant les élèves qui sont dans l’école après les classes ou activités vont à la BCD.

Concernant le parking, le CPE demande s’il serait possible de faire quelque chose pour une meilleure identification de l’entrée, des voitures se garent près de l’école et gênent le flux d’arrivée ou de sortie.

M.Ayme répond que cela dépend de la municipalité de Muharraq et qu’il fera suivre la demande.  

2 parents d’élèves proposent des cours de secourisme pour les adultes de l’école, étude auprès des comités pour une rémunération.

6- Projets et actions en cours ou à venir : Invitation par le CPE d’un cuisinier pour la semaine du goût,

    remarque des professeurs qui demandent à être plus informés de ce genre de projet.

Fête de Noël : le 12 décembre 2007. Problème d’espace, coût de location de salle élevée. Proposition de faire la fête sur 2 jours ou en 2 fois le même jour : maternelle/CP/CE1 la matinée et CE2/ CM1/CM2/collège.

Seconde proposition approuvée pas tous.

Sorties scolaires : Visite de l’exposition Arkheo organisée  par l’Ambassade de France.

Projet pédagogique : Classe découverte sur «  la civilisation à Istanbul »  pour les 5^ième, 4^ième et 2^nd.

Les demandes d’autorisations administratives sont en attente.

7- Questions diverses : Demande du CPE de créer un « annuaire des familles » sur la base du volontariat.

Dons de livres, M.Ayme remercie l’Ambassade et les familles. Il remercie aussi les organisatrices des AES  ainsi que le CPE pour la maison de jeux de la cour des maternelles.

3- Manpower of the students:

325 students in total (increase of 100 students since 2006)

317 currently within the school

Concerning the problem of manpower and capacity of reception for the future, the school gives priority for the inscriptions to the children having the French passport and a waiting list for the others.

Structure of establishment:

11 classes of primary educations: 4 nursery schools and 7 elementary

5 classes of secondaries: 4 colleges and 1 senior high

Classes of 6^th and of 5^th are in direct teaching and the classes of 4^th , 3^rd and 2^Nd in CNED.

A request was presented for the homologation of the classes of 4^th and 3^rd in direct teaching with the re-entry 2008

Presence of a teacher for each subject , including the languages (Arab, English, German).

In total 41 people are employed at the school.

Possibility of having consultations speech therapists 2 times per week.

Collaboration with the Alliance Française for courses, 2 times per week, provision of a room.

4- Rules of procedure : voted unanimously for the assembly, (see Doc.)

Concerning the sensitizing of the parents for the payment, addition of a clause: “The inscription with the EFB is worth acceptance of the rules of procedure, which will be present in the file of inscription”.

5- Locals, hygiene and safety: Remarks of Mrs. Mariot concerning the policemen sometimes present

in front of the school, Mr. Ayme must renew contact with the municipality of Muharraq. Mrs. Mariot asks whether it would be possible to sensitize the children in connection with cleanliness in the toilets and the school. M.Ayme  recall that signs were posted last year and that it is a recurring basic problem.

The CPE proposes a “campaign of Resensibilisation”.

Mrs Belaoued asked about the vaccinations of the children. Mr. Ayme answers that the school is under supervision of the ministry for Bahreïni health, and that for any inscription we ask for a copy of the notebook of vaccinations. Thereafter, the local Ministry incite the families to get familiar with the rules of the vaccinations. In the absence of school doctor and of nurse at the school to exert control, each family must be in conformity with the authorities. An investigation is currently made near the 4^th and 5^th for the vaccines.

Work of extension: No company was interested by the project. The plans and the financing are there. The Board of management wants to benefit from this phase of waiting to look further into the projects (an additional request for ground is in hand). For the moment 5 carried cabins were installed in the court to mitigate the lack of classes. Mrs. Belaoued asked about a creation of a gymnasium, Mr. Ayme answers that there was a project but could not be financed, however a gymnasium should be expected in the project of opening a college.

Fire alarm: The system was suppose to be changed during work of extension, the school currently seeks a company to carry out the work.

Transport: Since September the school engaged a company having buses with safety belts for all transport of classes.

Request of the Committee of the Parents : the recruitment of a supervisor: Proposal of the Director to recruit a person from 13h30 to 14h00 (from 13h30 to 13h45: monitoring of the hall while waiting for the exit, at 13h45: monitoring in the patio, the court, flow of the children.)

The CPE answers that it is insufficient the crenel of monitoring should be extended to 16h for a better safety of the children. For the moment the students who are in the school after the classes or activities go to the BCD.

Concerning the carpark, the CPE asks whether it would be possible to do something for a better identification of the entry, cars pull over close to the school and obstruct the flow of arrival or exit.

M.Ayme answers that it depends on the municipality of Muharraq and that he will make a request.  

2 parents of students propose to give first aid courses for the adults of the school, study near the committees for a remuneration.

6- Projects and actions in progress or to come: Invitation by the CPE of a cook for the week of the taste,

    remark of professors who ask to be informed of this kind of project.

Celebrates of Christmas: On December 12, 2007. Problem of space, cost of hiring rooms. Proposal to have the festival over 2 days or in 2 times the same day: KG/CP/CE1 the morning and CE2/CM1/CM2/collège.

Second proposal approved by all.

School outings: Visit Arkheo exposure organized  by the Embassy of France.

Teaching project: Class discovered on “civilization in Istanbul” for the 5^th , 4^th and 2^Nd.

The requests for administrative authorisations are on standby.

7- Other questions: Request for the CPE to create a “directory of the families”.

Gifts of books, M.Ayme thanks the Embassy and the families. He thanks also the organizing ones of the AES as well as the CPE for the house of plays of the court of the nursery schools.
